Background
This project consists of completely removing and replacing the existing bridge on Rumrill Boulevard, which crosses over San Pablo Creek, north of Brookside Drive, and reconstructing the Rumrill Boulevard/Brookside Drive signalized intersection.
The new bridge meets current seismic resistance standards for a bridge classified by Caltrans standards as an "Important Bridge" (as it is on a primary emergency response route) and is slightly wider in order to comply with current bridge and traffic safety standards. (There will be no increase in the number of lanes or traffic capacity). The project is primarily federally funded through the Highway Bridge Replacement and Rehabilitation Program.
Due to limitations on work in the creek, demolition work could not begin until June 2011; furthermore, the construction period is limited to one season. Therefore it was not possible to stage the construction so that one side stayed open to traffic while the other side was rebuilt (a two season job). As a result, the project required a full road closure (at the north side of the bridge, and at the south side, at Brookside Drive) in order to perform the work.
The city has been planning and engineering this project over the past several years, and there have been several significant challenges in the design, including environmental permit requirements, historical and cultural resource investigations, utility coordination/relocations and right of way acquisitions.
