The City of San Pablo’s Mobile Home Assistance Program provides a one-time grant per household of $1,000 to help pay for mobile home space rent. The Program is intended to support low-income, owner-occupied mobile home households in San Pablo facing extraordinary housing cost burdens. The application window opens on January 6, 2026, through January 20, 2026.  Mailed applications must be postmarked by January 20th. Application window is now closed.

PLEASE NOTE: Applications that are missing required information or documentation at the time of submission will be deemed ineligible for funding consideration.

Effective July 1, 2024, AB 12 prohibits landlords from charging tenants more than one month's rent for a security deposit statewide. Housing providers that own only two properties with a total of no more than four units are exempt.

AB 1482 - The California Tenant Protection Act of 2019 (Statewide Rent Control)

Enacted into State law on January 1, 2020, this existing California law limits annual rent increases for most residential tenants. AB 1482 includes but is not limited to:

  • Rent Cap: Limits annual rent increases to 5% + Cost of Living (CPI), not to exceed 10% per year.
  • “Just Cause” Eviction Protections: After 12 months of tenancy, housing providers must provide a valid reason for eviction (e.g., non-payment, breach of lease, owner move-in). 
  • Applicability: Applies to Multi-family units 15 years or older and some Single-family homes owned by corporations or Real Estate Investment Trusts. 
  • Exemptions: New construction (15 years old), Single-family homes/condos owned by individuals and affordable housing/government-subsidized units.

Enacted into State law on January 1, 2018, this existing California law protects tenants in CA from housing discrimination and harassment based on their immigration status, as follows:

  • Prohibits information sharing: Landlords cannot share a tenant's immigration status with immigration authorities, law enforcement, or other agencies. 
  • Prohibits threats: Landlords and attorneys cannot intimidate or threaten to report tenants to immigration authorities or use that information to try to force tenants to leave their homes. 
  • Right to sue: Tenants can sue landlords who report them to immigration authorities. 
  • Prohibits questions: Questions about a tenant's immigration status are not allowed during discovery or at trial. 
  • Codifies defense: The State law codifies an existing defense to unlawful evictions based on immigration status.

Home Repair and Improvement Programs

Residential Health & Safety (RH&S) Inspection Program 

  • Establishes procedures for the inspection of all single and multiple-family residential non-owner-occupied units, and all dwellings sold within city limits.
  • Helps ensure the City's units comply with existing state and local building, electrical, fire and plumbing code standards
  • Helps ensure structures are safe for occupancy, and that housing stock is maintained to acceptable standards.

San Pablo Residential Rehabilitation Loan

  • Residential Rehabilitation Loan Program (REFRESH) is a part of San Pablo's SPLASH program to improve living conditions by addressing deferred maintenance, mobility/ADA accommodations, and promoting sustainable home practices.
  • It offers deferred loans of up to $40,000 at 5% simple interest, with a loan term of up to 30 years, for eligible low-income homeowners in San Pablo.

SPLASH

  • SPLASH is a loan program that the San Pablo EDC created with the City.
  • It’s a shared appreciation loan that prioritizes teachers and first-responders
  • The loan may be up to 20% of the cost of the home not to exceed $100,000
  • Principal and appreciation are paid at the end of term of the loan, at the time of a refinance or at the time of the sale of the home, whichever comes first.

WISH San Pablo Economic Development Corporation First-Time Homebuyer Loans

  • WISH is the Federal Home Loan Bank of San Francisco’s Workforce Initiative Subsidy for Homeownership
  • Low-income households, individuals, and families may receive a 4-to-1 matching grant of up to $22,000; Provide $5,500 & receive $22,000
  • WISH grants can be applied to down payment and closing costs.
  • Must be owner-occupied residence for five (5) years for forgiveness
