Economic Development & Housing Overview
Our mission is to support the City's economic development initiatives, programs, and services, including the implementation of the Economic Development Strategy and the Economic Development Element of the General Plan.
The Economic Development Department works with a wide array of staff across City Departments and partners with the San Pablo Economic Development Corporation, 23rd Street Merchants Association, East Bay Economic Development Alliance and other agencies and non-profits to support San Pablo businesses and leverage resources.
Serving as the first point of contact for businesses interested in locating or expanding in the City of San Pablo, the Economic Development Department will respond to inquiries regarding economic data, trends, resources, and commercial development opportunities.

The City of San Pablo 2023-31 Housing Element, adopted on March 18, 2024, contains goals, updated information, and strategic directions that the City is committed to undertaking. The overall focus of the Housing Element is to enhance community life, character, and vitality through the provision of adequate housing opportunities for people at all income levels, while being sensitive to the character of San Pablo that residents know and love.
