City Wide Slurry Seal Project
Project Overview
The fiscal year 2021-22 Annual Pavement Maintenance Project is part of the City of San Pablo’s ongoing efforts to maintain its streets and ensure safe roads for users. Every fiscal year, the City selects key areas for pavement repair, based on the pavement quality and the level of use of the street.
The 2021-22 Project will provide a citywide slurry seal.

Key Project Elements
The project will include the following key elements:
- Improved pavement conditions through a slurry seal
- New striping and pavement markings
- Improved pedestrian access by schools through enhanced ADA curb ramps and crosswalks
Tentative Project Schedule
- Design and Permitting: Winter – Summer 2022
- Construction: Early 2023

Project Funding
The total estimated cost of the 2021-22 Annual Pavement Maintenance Project is ~$1.3 million.
The project has been made possible through the following funding sources:
- City Funds: $187,000
- California Department of Transportation (Caltrans):
- Road Maintenance and Rehabilitation Account, Senate Bill 1 (SB1): ~$1,140,000
- On April 28, 2017, then Governor Brown signed Senate Bill 1 (SB1), known as the Road Repair and Accountability Act of 2017. SB1 was enacted to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road system.
- Caltrans’ mission is to provide a safe, sustainable, integrated and efficient transportation system to enhance California’s economy and livability.
