New Solid Waste Collection Agreement
The City of San Pablo is thrilled to announce an enhanced new collection agreement with Richmond Sanitary Service Inc. (RSS), a subsidiary of Republic Services, for solid waste collection services.
After an open competitive bid process, the City and RSS have negotiated a new agreement, set to begin on July 1, 2025.
The new agreement will continue existing solid waste collection services and will implement additional new services and programs:

About San Pablo’s Solid Waste Services
The City of San Pablo provides garbage, recycling, and composting services through two separate agreements with Republic Services:
Collection Franchise Agreement – Managed by the City of San Pablo, this agreement covers the collection of trash, recycling, compost, and bulky items from homes and businesses.
Post-Collection Agreement – Managed by the West Contra Costa Integrated Waste Management Authority (RecycleMore), this agreement covers the transfer, transportation, and disposal of waste, as well as recycling and green waste processing, operation of the Household Hazardous Waste (HHW) facility, and education and outreach services.
RecycleMore is a joint powers authority representing several West County municipalities, including San Pablo.
Residential Waste ServicesAll residential properties in San Pablo are required to have garbage, recycling, and organics collection. These services are provided by Republic Services. California State Senate Bill 1383 (SB 1383) requires:
- All businesses, residents, and multi-family properties, to separate organic materials (such as plant debris, food waste, food soiled papers, untreated wood waste) and recyclable materials from trash, and either subscribe to the required collection services or self-haul to an appropriate facility for diversion.
- For some businesses, recovery and donation of 20% of edible food waste that would otherwise be sent to landfills. For a list of Food Recovery Organizations who are available to collect surplus edible food in West Contra Costa County click here .
California State Assembly Bill 827 (AB827) requires:
- Limited-service restaurants must provide customers with access to recycling and organics containers to collect materials from products generated on-site.
- Full-service restaurants must provide back-of-house recycling and organics containers for use by employees
AB 827: Commercial and Organics Recycling Guidelines
California State Assembly Bill 341 (AB 341) requires recycling service for:
- Businesses that generate 4+ cubic yards of trash each week
- Multi-family properties with 5+ units
Recycling service is included at no additional charge for most business accounts.
California State Assembly Bill 1826 (AB 1826) requires organic waste collection for:
- Businesses that generate 4+ cubic yards of any type of waste each week
- Multi-family properties with 5+ units
As part of the new solid waste collection agreement process, the City conducted a Franchise Fee Study to comprehensively analyze and calculate:
- City costs for performing the required management, administration, regulatory compliance and enforcement, solid waste collection and clean-up, and other obligations associated with the RSS Agreement and the sanitation system.
- A potential annual use charge to RSS for special and lasting access to use government property in the public right-of-way for placement of solid waste containers and collection of the solid waste contents.
- The annualized costs for pavement repair, maintenance, and rehabilitation resulting from the unique impacts on City street pavement caused by RSS’ solid waste collection vehicles during the course of providing sanitation service.
