Residential Requirements

SB 1383 Residential Banner

What does this mean for residents?

Under SB 1383, all residents are required to subscribe to 3-bin collection services and to properly sort their waste into the correct container. City of San Pablo residents living in single-family homes are largely provided with weekly curbside recycling and organic waste collection services. For waste sorting guides and tips, see below.

San Pablo residents are eligible to receive one FREE kitchen compost pail per household! Come to the Public Works counter on the 2nd floor of City Hall. Bring an ID with proof of address.

I'm a tenant. How does this law affect me?

This new law requires you to compost all organic waste, including food scraps, untreated wood, and soiled paper. Your property manager is required to provide the building with a labeled compost container close to the landfill and recycling containers. In addition, if your multifamily apartment building has more than five (5) units, your property owner/manager must provide education annually about the law. If your apartment building does not have a composting service, contact your property administrator.

Self-Haul Waiver Form

Certain circumstances may enable single-family homes to be eligible for the City's self-haul waiver. To apply, customers must separate all recyclable and organic materials from solid waste, transport each source-separated material to a fully permitted solid waste facility, and maintain records for a minimum of five (5) years. Attached is the self-haul waiver form.
