Private Land Drainage Areas

Private Land Drainage Areas (PLDAs) are private properties with storm drains and/or inlets that drain directly to the City’s municipal storm sewer system. San Pablo Municipal Code (SPMC) 8.40.090 describes various Best Management Practices (BMPs) to reduce non-stormwater pollutants from entering the storm drain system. It is the duty of any owner, occupant, tenant or lessee to keep premises and adjacent or surrounding areas clean and free from litter. SPMC 8.40.060 prohibits the release of non-stormwater discharges to the City’s stormwater system, including litter and debris. Only rainwater is allowed to enter the storm drains.

For properties that received a Warning Notice with a note to complete a Trash Management Plan.

This template provides further background on PLDAs and contains BMPs that the site must adopt to achieve low trash generation and compliance. Fill out the template and submit it to pwenvironmental@sanpabloca.gov.
