Administration


The San Pablo Police Department Administration is currently comprised of Chief Brian P. Bubar, Captain James Laughter, Captain Shawn Ray, Lieutenant Bradley Lindblom, Lieutenant Ravinder Singh, Lieutenant Melvin Smith, Lieutenant Danielle Bowler, Support Services Manager Peggy Chou and Police Executive Assistant Tracey L. Thebodeau. The command staff collectively represent nearly 80 years of continuing San Pablo police experience. 

The Chief of Police is the Chief Executive of the Department, and is responsible for its overall operations and personnel. The Chief is also responsible for ensuring the San Pablo Lytton Casino complies with their applicable tribal gaming code. 

Captain Laughter is responsible for Services (Investigations & Support Services), Hiring, Policy & Procedures, Legal/Civil Litigation; Special Event Permits, Fleet, Social Media
 
Captain Ray is responsible for Patrol Operations, SWAT (Executive), County Homelessness Board Member, Drone Operations
 
Lieutenant Lindblom is responsible for PS.I.U., J.E.W.L., BlueTeam/IA Pro, EOC, Casino Backgrounds, A3 Liaison
 
Lieutenant Singh is responsible for CRT, Code Enforcement, Community Outreach, Tobacco, Training, Traffic, FTO, FLOCK ALPR, Casino Security, Information Technology, MAMMF, Police Cadet & Explorers

Lieutenant Smith is (Staffing/Scheduling), CRU (SWAT& HNT), Jailers, Bicycle Patrol, Department Awards

Lieutenant Bowler is responsible for (Staffing/Scheduling), K-9, Social Media

Support Services Manager Peggy Chou is responsible for Budget, PRA Requests (Primary), Building, Grants, NIBRS, RIPA, CAD/RMS, Contracts, Special Event Permits, PIO
