City Council Adopted Priority Workplan

The Priority Workplan is a policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager. Periodic amendments are made to the plan throughout the year by majority vote of the City Council,  with a major update following the successful completion of each Municipal Election Cycle every alternating year.
 
 The Workplan consists of three essential components:

  • Mission Statement (Affirmed November 1, 2017)
  • Major Policy Goals (Updated April 7, 2025)
  • Council Priorities (Updated April 7, 2025)

During January 6-16, 2025, the City of San Pablo administered a City-wide Annual City Survey through a community outreach services consultant, Strategy Research Institute, Inc., which provided an overview of core values and ranked priorities from the community at-large which was presented to the City Council on March 3, 2025.  The City Council acknowledged the core values and ranked priorities assessed from the community at-large for consideration at its upcoming update of the FY 2025-27 Council Priority Workplan. 

On March 24, 2025, the City Council held a Public Workshop under a Special City Council Meeting format to discuss and develop a Strategic Plan and Priority Workplan Update to cover the period FY 2025-27.   This was a public workshop facilitated by a professional facilitator, Patrick Ibarra, CEO/President of The Mejorando Group who assisted the City Council in identifying “Hot Topic” discussion points and facilitated the prioritization of all new policy goals for the Workplan update.

At the end of the Workshop on March 24, 2025,  the City Manager was directed by unanimous minute action vote to prepare a Final Workplan document to include the following Major Policy Goals (in alphabetical order), and corresponding policy items as presented by the Executive Leadership Group, and any new policy goals or initiatives introduced from the City Council for final City Council review and adoption at its regular meeting on April 7, 2025.

The FY 2025-27 City Council Priority Workplan was officially adopted unanimously via majority vote on April 7, 2025 via Resolution #2025-044
