Stronger Protections. Greater Stability. A Safer San Pablo.
The San Pablo City Council is committed to ensuring every resident has a stable place to call home. By exceeding state minimums and investing in professional support, we are building a housing safety net that protects our community today and for years to come.
Facing a housing issue right now? Don’t wait.

Our Commitment: The Tenant Assistance & Support Package
- Professional Mediation: Through our partnership with ECHO Housing, we provide free or low-cost counseling to help renters and property owners find common ground.
- Rapid Implementation: Our team is moving with incredible speed to turn Council vision into community reality, ensuring these protections are available to nearly all renters in our community.
What Does This Mean for Me?
- Expansive “Just Cause” Protections: While state law ignores many homes, San Pablo’s local rules require a legal reason for eviction for nearly all rental units, including single-family homes and ADUs.
- Enhanced Relocation Assistance: If you face a “no-fault” eviction (such as an owner move-in), San Pablo requires two months of relocation assistance — that’s double the state’s one-month requirement.
- Stronger Anti-Harassment Laws: New rules strictly prohibit mean-spirited tactics like intentional utility shutoffs or repeated buyout offers.
- A Professional Safety Net: You have a right to a stable home. We provide the tools to ensure your rights are protected. By choosing this program, the City ensures that your home isn’t just protected, it’s maintained. These protections prevent the property neglect and safety issues that often happen under more restrictive, “frozen” housing models.
- Protecting Your Investment: Our framework is strategically designed to avoid the economic pitfalls of more restrictive housing models. By balancing tenant security with market health, we ensure San Pablo remains an attractive place to invest, preventing the property neglect and neighborhood blight often seen in “frozen” markets.
- Support for High-Quality Housing: We recognize that a stable community requires ongoing investment. San Pablo’s model is built to support you in maintaining your property while providing the certainty your tenants need. This partnership approach protects your asset’s long-term value and ensures our homes remain safe and modern.
- Professional Standards & Compliance: Ensure your operations are in alignment with the standards adopted on March 2, 2026. These updates provide a clear, professional roadmap for no-fault transitions and relocation support, helping you stay in compliance while maintaining the quality of your rental business. If you’re a small, “mom & pop” housing provider, you are exempt from the “Just Cause” rules.
- No-Cost Dispute Resolution: Save time and legal expenses by leveraging the City’s partnership with ECHO Housing. We provide a professional avenue to resolve housing provider-tenant conflicts before they escalate, protecting your reputation and your economic viability.
Your Safety Net: Understanding San Pablo’s New Housing Protections
In under 90 seconds, learn how San Pablo is exceeding state standards to protect your home and your neighborhood:
- How can I get help with a housing dispute today?
-
You don’t have to wait. Contact ECHO Housing at Call 925-732-3919 or Visit www.echofairhousing.org for immediate, professional mediation services.
- How do I report harassment?
-
San Pablo’s rules give you the power to stop harassment. Prohibited actions include things like a landlord refusing to make necessary repairs, entering your home without permission, or making threats regarding your immigration status. San Pablo’s protections also apply to verbal abuse, excessive entry, and buyout harassment.
If these rules are broken, you have the legal right to:
Stop the Harassment: You can ask a judge to order the landlord to stop the behavior immediately.
Seek Damages: You can file a lawsuit to be compensated for the trouble or harm caused.
However, before taking legal action, the City strongly encourages you to contact ECHO Housing. Their professional counselors provide free or low-cost mediation to help you and your housing provider resolve the issue quickly and professionally, keeping your home stable and out of the courtroom when possible.
- How do San Pablo’s protections compare to California state law? Is my rental unit protected?
-
San Pablo’s ordinances are significantly more protective than California state law. We have expanded “Just Cause” coverage to include units the state typically excludes (like ADUs and single-family homes) and we have doubled the required relocation assistance from one month to two.
Many renters are surprised to learn that standard California laws leave them out. San Pablo’s local ordinances were specifically designed to close key gaps.
Protection Comparison: San Pablo vs. California State Law
*For these protections to kick in (in San Pablo or statewide), you must have lived in your unit continuously for at least 12 months. Housing provided by individuals (think: small “mom & pop”) are exempt from San Pablo’s “Just Cause” rules.Benefit

- Why did the City choose this model over other restrictive housing alternatives?
-
San Pablo’s “stability first” approach is designed to avoid the unintended consequences of more rigid models. In many cities, overly restrictive rules lead to:
Property Neglect: When owners cannot cover rising costs, maintenance is often deferred, leading to blight and unsafe living conditions.
Decreased Supply: Restrictive models often discourage the creation of new housing, making it even harder for families to find a home.
Safety Risks: Aging buildings require constant investment in electrical and plumbing systems.
San Pablo’s model ensures that we have active protections today, while keeping the local housing market healthy enough to ensure every home is safe, modern, and well-maintained.
This approach also ensures that as the City faces projected budget challenges, we’re equipped to continue providing these essential services to our residents. Restrictive housing support models are significantly more costly to maintain, which, if continued to operate during projected budget shortfalls, could mean cuts to other important services like street maintenance or public safety.
- Is this a new initiative? What are the next steps for San Pablo?
-
No — housing stability has been a priority for San Pablo City Council for years. The March 2, 2026, ordinances (in effect April 1) are the latest milestone in the Tenant Assistance & Support Package, a multi-year roadmap designed to protect our community without the dangerous risks of blight or housing shortages.
Our phased implementation ensures every step is professional, sustainable, and effective:
The Foundation (Ongoing): For years, San Pablo has provided immediate relief through professional mediation and counseling via our partnership with ECHO Housing. You can also find more insight on San Pablo’s housing goals and actions in our 2020 Affordable Housing Strategy.
Program Evaluations (2024-2026): The City worked with RSG, a professional urban planning and real estate consultant, to conduct an Analysis on the Fiscal Impacts of Rent Stabilization. This study, which was published in July 2024, helped San Pablo staff and City Council evaluate the costs for implementing possible additional rent protection programs. As the City continued to shape the Tenant Assistant & Support Package from 2024 onwards, this study helped the City determine the best path forward based on current community needs and what the City’s budget could sustain over time.
The Current Milestone (April 1, 2026): As options emerged for sustainable additions to the Tenant Assistant & Support Package, The City Council rapidly adopted expansive “Just Cause” and Anti-Harassment protections that exceed state standards to provide an immediate safety net for nearly all renters in San Pablo (adopted March 2; in effect April 1).
The 2026 Engagement Phase: Throughout the remainder of this year, the City will be conducting community outreach to educate on the availability of current resources and plan to ensure our future programs remain balanced and sustainable.
The Future (2027 and beyond): We are on track to launch a formal Rent Review Program in 2027. This phased approach allows us to continue to add protections while avoiding the dangerous risks of more restrictive models. This program is being developed through a collaborative process that brings both housing providers and tenant advocate groups to the table, ensuring a fair, local solution that respects resident rights while honoring the significant long-term investments made by our property owners. Our programs work to ensure San Pablo remains a place where our residents are secure and their properties are well-maintained.
