  • San Pablo’s rules give you the power to stop harassment. Prohibited actions include things like a landlord refusing to make necessary repairs, entering your home without permission, or making threats regarding your immigration status. San Pablo’s protections also apply to verbal abuse, excessive entry, and buyout harassment.

    If these rules are broken, you have the legal right to:

    • Stop the Harassment: You can ask a judge to order the landlord to stop the behavior immediately.

    • Seek Damages: You can file a lawsuit to be compensated for the trouble or harm caused.

    However, before taking legal action, the City strongly encourages you to contact ECHO Housing. Their professional counselors provide free or low-cost mediation to help you and your housing provider resolve the issue quickly and professionally, keeping your home stable and out of the courtroom when possible.

  • San Pablo’s ordinances are significantly more protective than California state law. We have expanded “Just Cause” coverage to include units the state typically excludes (like ADUs and single-family homes) and we have doubled the required relocation assistance from one month to two.

    Many renters are surprised to learn that standard California laws leave them out. San Pablo’s local ordinances were specifically designed to close key gaps.

    *For these protections to kick in (in San Pablo or statewide), you must have lived in your unit continuously for at least 12 months. Housing provided by individuals (think: small “mom & pop”) are exempt from San Pablo’s “Just Cause” rules.

    • Property Neglect: When owners cannot cover rising costs, maintenance is often deferred, leading to blight and unsafe living conditions.

    • Decreased Supply: Restrictive models often discourage the creation of new housing, making it even harder for families to find a home.

    • Safety Risks: Aging buildings require constant investment in electrical and plumbing systems.

    San Pablo’s model ensures that we have active protections today, while keeping the local housing market healthy enough to ensure every home is safe, modern, and well-maintained. 

    This approach also ensures that as the City faces projected budget challenges, we’re equipped to continue providing these essential services to our residents. Restrictive housing support models are significantly more costly to maintain, which, if continued to operate during projected budget shortfalls, could mean cuts to other important services like street maintenance or public safety.

  • No — housing stability has been a priority for San Pablo City Council for years. The March 2, 2026, ordinances (in effect April 1) are the latest milestone in the Tenant Assistance & Support Package, a multi-year roadmap designed to protect our community without the dangerous risks of blight or housing shortages.

    Our phased implementation ensures every step is professional, sustainable, and effective:

    • The Foundation (Ongoing): For years, San Pablo has provided immediate relief through professional mediation and counseling via our partnership with ECHO Housing. You can also find more insight on San Pablo’s housing goals and actions in our 2020 Affordable Housing Strategy.

    • Program Evaluations (2024-2026): The City worked with RSG, a professional urban planning and real estate consultant, to conduct an Analysis on the Fiscal Impacts of Rent Stabilization. This study, which was published in July 2024, helped San Pablo staff and City Council evaluate the costs for implementing possible additional rent protection programs. As the City continued to shape the Tenant Assistant & Support Package from 2024 onwards, this study helped the City determine the best path forward based on current community needs and what the City’s budget could sustain over time. 

    • The Current Milestone (April 1, 2026): As options emerged for sustainable additions to the Tenant Assistant & Support Package, The City Council rapidly adopted expansive “Just Cause” and Anti-Harassment protections that exceed state standards to provide an immediate safety net for nearly all renters in San Pablo (adopted March 2; in effect April 1).

    • The 2026 Engagement Phase: Throughout the remainder of this year, the City will be conducting community outreach to educate on the availability of current resources and plan to ensure our future programs remain balanced and sustainable.

    • The Future (2027 and beyond): We are on track to launch a formal Rent Review Program in 2027. This phased approach allows us to continue to add protections while avoiding the dangerous risks of more restrictive models. This program is being developed through a collaborative process that brings both housing providers and tenant advocate groups to the table, ensuring a fair, local solution that respects resident rights while honoring the significant long-term investments made by our property owners. Our programs work to ensure San Pablo remains a place where our residents are secure and their properties are well-maintained.
