Some neighborhoods in our area are not within the boundaries of any city. They are unincorporated areas of Contra Costa County. The Post Office needs to deliver mail to these neighborhoods, so it uses the name of the nearest post office. Rollingwood, Tara Hills, Bayview and Montalvin are all unincorporated areas that have San Pablo addresses.
